Fair question. You send it to a grading company, which checks authenticity and evaluates things like corners, edges, surface, and centering. If it qualifies, it gets a grade and a labeled protective holder, usually called a slab. PSA, for example, uses a 1–10 scale. You're paying for that assessment and protection; you're not automatically making the card more valuable than the total you spent.
