Absolutely. I'd pick a favorite Pokémon or an art style, save a little for sleeves, and browse individual cards. A collection doesn't need a big price tag to have personality. Start with a handful you actually want to look at. You can learn names, sets, and condition just as well with inexpensive cards, and you won't have to spend the next month recovering from your first purchase.
