That's part of what people mean, but I think of it as understanding the money side of collecting: what people want, what's available, what condition matters, and what actually sells. You don't need an economics degree. Start by learning one set or one favorite Pokémon. Understanding a small corner of the hobby helps more than trying to predict the whole thing.
