Does “low Pop” Mean Rare?

seller keeps saying low pop like that settles everything. Does it mean there arent many of that card in existence?

“Pop” usually means how many copies a particular grading company has recorded at a particular grade. It doesn't count every ungraded copy out there, and the number can grow with more submissions. I ask which company, which grade, and how much demand there actually is. For price, I start with our app's reference and compare actual sales of that exact graded version. A small count by itself doesn't tell me what to pay.
